The Council of Scientific and Industrial Research (CSIR) and DAKSHIN, the Global South Centre of Excellence at the Research and Information System for Developing Countries (RIS), signed a Letter of Association on 3 November 2026 to share science and technology with other developing countries.
CSIR brings a portfolio of affordable, ready-to-deploy technologies; DAKSHIN aims to promote knowledge sharing among Global South countries and progress towards the Sustainable Development Goals.
The agreement sets four objectives: joint policy studies, engaging institutions to scale up development projects, capacity building and skills, and documenting best practices.
CSIR's Rama Swami Bansal said it could produce innovative models of partnership. RIS Director General Sachin Kumar Sharma named healthcare, infrastructure, agriculture, the blue economy and the digital economy as areas for cooperation.
What the agreement is meant to do
The release says the association should provide a platform for South-South cooperation, help start international partnerships and support the transfer, adaptation and deployment of suitable science and technology solutions. It expects the tie-up to produce affordable, sustainable and locally relevant products and technologies. No funding or timeline was announced.
