The Department of Justice has asked central ministries to file their court cases electronically, holding a workshop in Delhi to show officials how the eFiling 3.0 platform works.

The workshop, "eFiling 3.0: From Process to Practice", was held at Vigyan Bhawan on 4 November under the eCourts Mission Mode Project. Law Minister of State (Independent Charge) Arjun Ram Meghwal was chief guest. Officers from ministries and departments, a member of the Supreme Court's eCommittee and National Informatics Centre (NIC) officials attended.

Why it matters

The Secretary (Justice) noted that the government is the largest litigant in the country, yet use of eFiling across ministries is "not uniform". He described eFiling as a key part of eCourts Phase III that lets cases be filed electronically from anywhere. Government officers' eOffice credentials, he said, can also be used for eCourts single sign-on to track cases, and fees can be paid online through ePay.

Meghwal said new technology is often met with hesitation and called for a change in mindset, saying eFiling "is here to stay". He said video conferencing in courts has sped up disposal and saved time and cost, and that wider use of technology could help tackle pendency. He added that artificial intelligence cannot replace human beings and should be seen as a tool to reduce effort.

What was taught

NIC ran sessions with demonstrations on:

  • how eCourts applications and services work
  • eCourts single sign-on and the mobile app
  • eFiling 3.0 features, including those for Government Pleaders and departments
  • an open discussion with officers

The Joint Secretary (eCourts) urged ministries to sensitise their staff and use eFiling 3.0 regularly. The release gives no target date or figure for adoption.
