India will push for predictable, largely public and concessional climate finance, without adding to debt, at the UN climate summit COP31 in Antalya, Türkiye, from 9 to 20 November, Environment Minister Bhupender Yadav said.

Briefing the media in New Delhi, Yadav said India will take a "solution-oriented" approach with practical solutions for the Global South, and work with the G-77 and China, LMDC and BASIC groups.

India's priorities

  • Finance: a COP31 decision to start the Climate Finance Work Programme; finance is an obligation of developed countries under Article 9.1.
  • Mitigation: the Global Stocktake should be party-driven, facilitative and non-punitive, with no new top-down targets.
  • Adaptation: Global Goal on Adaptation indicators should be voluntary and not condition access to finance.
  • Just transition: continue the Just Transition Work Programme through a party-driven mechanism.
  • Technology and markets: technology transfer is an obligation of developed countries; carbon market participation should be voluntary.

India's engagements will include LeadIT 3.0 with Sweden and side events on coastal resilience, IBCA and forests. Yadav also summarised India's stand at the biodiversity (CBD COP17, Yerevan) and desertification (UNCCD COP17) conferences.
