Law ministry’s Legislative Department starts leadership talk series for its officers

The Legislative Department of the Ministry of Law and Justice has started an Interaction Series in which senior officers share their experience of leadership and administration with the department's staff.

The first session was held on 5 November 2026 at Kartavya Bhavan 2, New Delhi, chaired by Additional Secretary Dr Manoj Kumar. Additional Secretary Akali V. Konghay spoke on "Improving Values and Personal Effectiveness in Leadership". More than 80 officers and officials took part.

What the talk said

Konghay said leadership is not limited to positions of authority but shows in how anyone influences others through conduct, values and actions. She said it begins with personal transformation and is "fundamentally rooted in service rather than authority".

She introduced the "Five Cs of Purposeful Leadership": Consistency, Culture, Contribution, Community and Curiosity. These, she said, encourage practising integrity, humility, honesty, compassion and accountability, building a positive culture, and staying open to feedback and learning.

She also said personal effectiveness goes beyond efficiency and means becoming a better person who contributes to the lives of others.

What next

The department described the series as a continuing initiative to encourage knowledge-sharing and the exchange of best practices. The release does not name the next speaker or date.
