Union Home and Cooperation Minister Amit Shah has asked the National Cooperative Development Corporation (NCDC) to prepare a roadmap for the next 25 years, saying its recent success should not lead to complacency.

He was chairing the 93rd meeting of NCDC's General Council in New Delhi on 29 October.

What he praised

Shah said NCDC's performance over the past nearly five years had been "highly commendable". He cited higher profit per employee, more loans sanctioned and disbursed, zero net non-performing assets, and new offices in every state and union territory, including Ladakh and smaller north-eastern states.

What he asked for

  • A group of experienced cooperative leaders and professionals to study NCDC's structure, ways to raise capital, financial autonomy and new business areas, followed by a workshop and a special meeting.
  • Financial and organisational models that reduce dependence on government help and government banks.
  • New circular-economy models for cooperative sugar mills, such as shared facilities for ethanol, CNG and chemicals, with proposed projects in Kolhapur and Pune.
  • More grassroots lending. He said NCDC has sanctioned finance for about 100 deep-sea fishing trawlers, which could raise the incomes of many fishing families.

The bigger picture

Shah said NCDC has helped build national cooperatives such as National Cooperative Exports Limited, Bharatiya Beej Sahakari Samiti, National Cooperative Organics, Bharat Taxi and the umbrella body for urban cooperative banks.

He said development should not be measured only by GDP or per-capita income, but by whether every citizen has opportunities and dignity.
