India now has 20 Foreigners Regional Registration Offices (FRROs), after five new ones were set up in state capitals, the Home Ministry said.

Home Minister Amit Shah has directed that FRROs be established in all state capitals by 2027. The ministry cites a substantial rise in foreigners visiting for tourism, medical care and education.

Where the new offices are

  • 2025: Jaipur, Chandigarh and Guwahati, previously under the Delhi, Amritsar and Kolkata offices.
  • This year: Aizawl (earlier under Kolkata) and Amravati (earlier under Hyderabad).
  • Recently notified: Kohima and Agartala (earlier under Kolkata) and Bhubaneswar (earlier under Hyderabad).

The Centre is pursuing offices in the remaining states: Bihar, Goa, Himachal Pradesh, Jharkhand, Madhya Pradesh, Uttarakhand, Arunachal Pradesh, Manipur and Meghalaya.

What an FRRO does

An FRRO registers eligible foreigners after arrival and issues a Registration Certificate or Residential Permit. It records changes in address, passport details or travel plans, permits visits to protected and restricted areas, and issues exit permits to those whose visas expired or who overstayed. It also monitors compliance and handles overstay and visa-violation cases.

The ministry says the expansion will help foreigners get visa extensions and other services locally while supporting immigration law and national security. The Immigration and Foreigners Act, 2025, which merged four earlier laws, provides the legal framework.
