India, which chairs the Kimberley Process in 2026, held a stakeholder consultation in Luanda, Angola, on 3 November to prepare for the global diamond-certification body's annual Plenary, which India will host in New Delhi from 30 November to 4 December.
The consultation was led by Yashvir Singh, Additional Secretary in the Department of Commerce and Kimberley Process Chair. It brought together chairs and vice-chairs of the body's working groups and committees, Ghana as vice-chair and the United Arab Emirates as former chair. Observers including the World Diamond Council, the KP Civil Society Coalition, the Diamond Development Initiative and the African Diamond Producers' Association (ADPA) took part. It was held on the sidelines of ADPA's 20th anniversary events on 3–4 November.
What was discussed
Working bodies reported progress and outlined matters for the Plenary: draft administrative decisions, responsible rough-diamond sourcing, improvements to the statistical reporting platform, and stronger institutional governance and compliance. Participants also discussed the sustainability of diamond-producing countries and communities, funding and continuity of the KP Secretariat, digitalisation of certification and statistics, and reform of the definition of conflict diamonds.
India's chairship theme is "Confidence, Compliance and Credibility". India holds observer status in ADPA, which the Commerce Ministry says gives it a platform to engage African producers on supply chains, value addition and ethical practices.
