The Indian Navy's three-day Indo-Pacific Regional Dialogue 2026 ended in New Delhi on 5 November, with the final sessions focused on ocean governance and on maritime technologies that can be used for both civilian and military purposes.
IPRD-2026, the Navy's annual apex international strategic dialogue, was organised with the National Maritime Foundation. Its theme was "Science, Technology and Academic Cooperation in the Indo-Pacific", examined over five thematic sessions.
The final day
Chief of Defence Staff Gen N. S. Raja Subramani gave a special address and took questions. A session on "Collaborative Approaches to Ocean Governance and Maritime Resilience" heard speakers on sharing ocean-governance expertise, equitable deep-sea research partnerships, the Infrastructure for Resilient Island States (IRIS) programme, and links between marine science and shipping.
The last session, on "Transformative Maritime Technologies and Dual-Use Implications", covered a framework for Indo-Pacific cooperation on artificial intelligence and quantum technologies in the maritime domain, governance of dual-use technologies, and a roadmap to help small and medium navies adapt.
Scale
Defence Secretary Rajesh Kumar Singh gave the valedictory address. More than forty experts from twenty countries took part, the Navy said. The dialogue supports the Indo-Pacific Oceans Initiative and the Navy's MAHASAGAR vision (Mutual and Holistic Advancement for Security and Growth Across Regions).
