Lenders told the government they see rural housing loans for PMAY-G beneficiaries as a promising and largely untapped market, at a stakeholder dialogue in Lonavala organised by the Ministry of Rural Development and the National Housing Bank.
The "PMAY-G Reform Samvad" brought together state rural development departments, the World Bank, International Finance Corporation, Sa-Dhan, Habitat for Humanity and lenders including housing finance companies, regional rural banks, small finance banks and microfinance institutions.
Why credit matters
PMAY-G aims to complete 4.95 crore pucca houses by March 2029. The ministry said the cost of building a rural house often exceeds scheme assistance, and arranging the balance can delay construction and push families to high-interest informal lenders. Lenders said beneficiaries are verified, government aid covers much of the cost and construction milestones are tracked on the PMAY-G platform, lowering risk.
What participants recommended
- Dedicated loans of ₹2–5 lakh with repayment tied to seasonal incomes
- A pilot of a commercially viable model, possibly anchored by an NHB-supported entity
- A government-backed partial credit guarantee
- Affordable rates through interest subvention, concessional funding and NHB refinance
Lenders named unclear land titles, restrictions on mortgaging allotted properties, seasonal incomes, high transaction costs and perceived credit risk as the main barriers. The release announces no decision.
