Lok Sabha Speaker Om Birla has proposed a common digital Audit Monitoring Platform for state legislatures, on the lines of the one available to Parliament's committees.

He was delivering the valedictory address at the end of a two-day Conference of Chairpersons of Public Accounts Committees (PACs) of Parliament and State and Union Territory legislatures, held in Thiruvananthapuram.

What he proposed

Birla said such a platform would allow systematic monitoring of audit observations, strengthen follow-up and ensure timely examination and disposal of audit reports. Citing a suggestion by K. C. Venugopal, chairman of the Lok Sabha PAC, he asked Parliament's committees and state legislatures to build a joint system of audit and evaluation for common problems of continuous scrutiny and timely disposal.

Technology with limits

Technology, he said, must become "an instrument of institutional transformation", but should stay anchored in human values and can "never substitute human judgment and discernment". He stressed that the accuracy, authenticity and impartiality of data matter, because the credibility of technology-driven governance rests on reliable information.

Role of PACs

Birla noted that while the Comptroller and Auditor General carries out independent audits, PACs examine the findings and ensure follow-up. Audit observations "must not remain confined to reports and records", he said; they must lead to corrective measures. The executive, he added, must give due importance to the committees' recommendations and implement them on time.

He said the Keralam Resolution adopted at the conference would be a guiding framework for the years ahead.
