Chairpersons and members of Public Accounts Committees (PACs) from Parliament and state and Union Territory legislatures adopted a resolution on 4 November in Thiruvananthapuram, setting out how they will tighten audit oversight.
The resolution came at the end of a conference on "Audit, accountability and good governance – The evolving role of public accounts committee". Lok Sabha Speaker Om Birla later called it a guiding framework.
What they resolved
- Uphold rigorous standards to check that public funds are spent only for the purpose they were charged to.
- Create a digital portal for peer learning and sharing of best practices between PACs.
- Prepare an action plan for standard deadlines for Action Taken Notes on audit paras and PAC recommendations in all states and UTs.
- Develop a digital oversight system, such as the Audit Para Monitoring System, in all state and UT PACs.
- Build the capacity of PAC secretariats through regular training and analytical tools for members.
- Consider holding at least three sittings a month and forming sub-committees to clear pending audit observations.
- Strengthen collaboration with the office of the Comptroller and Auditor General, including forensic tools to find high-risk areas of governance.
- Use digital solutions while protecting "integrity and sanctity of the due process of the legislature".
The resolution is a statement of intent; it does not set legal deadlines or say which states have agreed to which measures.
