A two-day seminar on "Cyber-Enabled Cognitive Warfare" ended in New Delhi on 3 November. It was organised by the Centre for Joint Warfare Studies (CENJOWS) under Headquarters Integrated Defence Staff.
Chief of the Air Staff Air Chief Marshal Ashutosh Dixit gave a special address, stressing coordinated working among all stakeholders to improve operational efficacy and situational awareness. General Anil Chauhan (Retd), former Chief of Defence Staff and now Director of the Vivekananda International Foundation, also gave a special address.
What was discussed
The second day looked at deterrence in the cyber-enabled cognitive domain: the credibility of response options, training and simulation, digital governance, ethics and legal frameworks. Speakers discussed how cyber capabilities, artificial intelligence, information manipulation and psychological influence threaten national security, and issues of attribution, strategic signalling and coordinated response.
The ministry said such threats go beyond technical weaknesses to influence perceptions, decision-making and institutional trust. Participants came from the armed forces, government, academia, technology and media. The release lists no formal recommendations.
