Shah dares Rahul Gandhi to a Parliament debate on SIR, calls INDIA bloc rally a ‘save infiltrators’ show
At a padayatra in Hyderabad, the Home Minister said about 3 crore of the 13 crore deleted names were “Bangladeshi infiltrators”, a claim reports say he gave no evidence for.

Union Home Minister Amit Shah led the BJP's "Loktantra Bachao, Arajakta Hatao" (Save Democracy, End Anarchy) padayatra in Hyderabad on Monday and used the stage to challenge Congress leader Rahul Gandhi to a debate in Parliament on the Special Intensive Revision (SIR) of electoral rolls, EVMs and "infiltrators".
The march was the BJP's counter to the INDIA bloc's "Vote Bachao, Desh Bachao" rally at Ramlila Maidan in Delhi a day earlier, which BDT has reported separately. Shah called that rally a "ghuspaithiya bachao" (save the infiltrators) event.
What happened
Shah first offered prayers at the Bhagyalakshmi temple near Charminar, The Hans India reported. He then walked in the padayatra, which Deccan Chronicle said started at Gunfoundry and moved through MJ Market. The Hans India put the route as running from the Babu Jagjivan Ram statue to Mozamjah Market crossroads, where he addressed the gathering. Reports describe the turnout as "thousands"; no independent headcount was given.
Union ministers G. Kishan Reddy and Bandi Sanjay Kumar and Telangana BJP president N. Ramchander Rao were present, according to both reports.
What Shah said
- The debate challenge. Shah said the Centre was ready to convene a special session of Parliament and challenged Rahul Gandhi to debate EVMs, SIR and infiltrators there.
- On the Delhi rally. He said the INDIA bloc was opposing the SIR because it wanted to protect infiltrators it had used as a vote bank, and promised that "not a single Bangladeshi infiltrator" would remain on the rolls, Deccan Chronicle reported.
- The numbers. Rahul Gandhi has said about 13 crore names were removed. Shah called that misleading and gave his own split. The Hans India reported it as about 6.15 crore who had shifted, nearly 3 crore dead, 1 crore duplicates and about 3 crore "Bangladeshi infiltrators". Deccan Chronicle reported a slightly different split (about 6.5 crore shifted, 3 crore dead, 3 crore infiltrators). The reports do not say what evidence supports the infiltrator figure.
- On "vote chori". He called the allegation baseless and asked whether the SIR had taken place when Narendra Modi won in 2014 and the elections that followed. He also asked how Congress formed governments in Telangana if EVMs were faulty, and the same for Kerala, Tamil Nadu and Himachal Pradesh, The Hans India reported.
- Barbs. "The Congress itself is on a ventilator. Can it run a marathon with Modi?" he said, according to Deccan Chronicle. He added that Rahul Gandhi would become Prime Minister only in a "mock parliament".
- On Telangana. He accused Chief Minister A. Revanth Reddy's government of corruption, calling it a "Rahul Tax through Revanth Reddy" (an "ATM for Delhi leaders" in another report) and said the party's six poll guarantees had not been fulfilled.
These are the speaker's claims and political charges. Nothing in them has been tested by a court or an inquiry.
The other side
An opinion piece in Siasat Daily, published on Tuesday, argued that Shah needs to back the infiltrator number with a list. It said Shah's 3 crore figure resembles the Election Commission's "absent" category, voters whom booth-level officers could not find, which does not make them foreigners. It also pointed to a January RTI reply in which the Home Ministry said it holds no central data on infiltrators, and said that a survey by Hindustan Times of chief electoral officers got replies from only six states and found about 1,600 suspected foreigners. BDT has not independently verified these figures; they are the editorial's.
On the other side, Rahul Gandhi told the Ramlila rally that more than 13 crore voters had been removed from the rolls. Both that claim and Shah's rebuttal are political positions, and neither has been independently verified by BDT.
No formal reply from the Congress or the Election Commission to Shah's Hyderabad speech had been published when this story was written.
What is next
Shah's offer of a special session is a challenge, not a scheduled event: no session has been announced. BDT will update this story if the Congress or the Election Commission responds.
How we verified this
VerifiedThe date, route, attendees and Shah’s main statements (the Parliament-debate challenge, the “save infiltrators” charge, the breakdown of deleted names, the “ventilator” remark) are reported by Deccan Chronicle and The Hans India, which agree on the substance. The two differ slightly on the breakdown of the 13 crore figure, and the story says so. Crowd size is not verified: reports say “thousands”. Shah’s claim that about 3 crore are infiltrators is his allegation; the reports carry no supporting evidence. The counter-arguments come from an opinion piece in Siasat Daily and are labelled as such. The Congress had not published a formal reply to Shah’s speech when this was written.
